El PAC financiado con recursos de la Nación será aprobado por el Confis para cada órgano de acuerdo con la clasificación del artículo 27. La Dirección General del Tesoro Nacional podrá hacer sustituciones entre el PAC de los distintos órganos sin exceder el límite establecido por el Confis.
