Se autoriza igualmente al Gobierno para firmar convenios con la Cooperativa que se forme entre los elaboradores de sal terrestre, en que se pueden estipular de un lado dificultades crediticias especiales y aun aporte de capital por parte del Gobierno, a cambio de que a éste se le conceda intervención en la fijación de los precios de venta de sal.
