Artículo segundo. El valor de las regalías a que se refiere el artículo anterior será liquidado y entregado mensualmente por Ecopetrol al Ministerio de Obras Públicas y Transporte -Pondo Vial Nacional- para que sea invertido exclusivamente por dicho Ministerio en los estudios, construcción, reconstrucción, rectificación y pavimentación de la carretera San Juan del Cesar Riohacha.
