° Comprobados esos hechos el Gobernador expedirá un certificado, en que conste que la empresa es seria, y permanente y que en realidad necesita de los materiales que va á introducir, especificándolos. Si hubiere exceso en la cantidad, la limitará á lo puramente necesario, y si en el pedido hubiere efectos no comprendidos en el artículo 1.° de la Ley 57 de 1909, los excluirá.
