Como homenaje a la memoria del insigne poeta Julio Flórez, la Nación procederá a comprar la casa donde aquel nació, en la ciudad de Chiquinquirá, y a construir allí un edificio modelo para escuelas primarias y artes y oficios, que sostendrá con fondos propios, y cuyo funcionamiento reglamentara el Poder Ejecutivo.
