Art. 5°. Se autoriza al Poder Ejecutivo para que mande a construir el camino de herradura de que habla el artículo 4.° siempre que obtenga la aquiescencia de la Legislatura del Estado soberano del Cauca, y la cooperación del Poder Ejecutivo del mismo Estado.
