Adiciónase el inciso 4° del artículo 1° de la Ley 550 de 1999 , del siguiente tenor:

Esta ley se aplicará igualmente a las universidades estatales del orden nacional o territorial, las cuales podrán celebrar por intermedio del rector, previa autorización del Consejo Superior Universitario en ejercicio de la autonomía universitaria, el acuerdo de reestructuración en los términos del Título V de la presente ley. El promotor de los acuerdos de reestructuración que se suscriban con las Universidades Públicas será el Ministerio de Hacienda y Crédito Público.
