Art. 23. Es deber ineludible de los empleados políticos de la Nación como de los Estados ó de las entidades que á éstos sucedan, prestar activa y eficaz cooperación á los empleados encargados de la recaudación del impuesto; ó al arrendatario respectivo cuando aquel se halle arrendado.
