ARTICULO 4 o. En caso de que el Gobierno Nacional determine la ejecución de las partidas presupuestales como consecuencia de las donaciones de los bonos de desarrollo social y seguridad interna por parte de los contribuyentes, el levantamiento de la suspensión se hará primero en aquellas apropiaciones correspondientes a los sectores de Defensa, Seguridad y Justicia, solamente cuando éstos se hayan restituido.
