El Gobierno solicitará de la Academia Nacional de Historia una exposición completa sobre la escena del Juramento de Bolívar en el Monte Sacro, y la entregará luego al artista nacional o extranjero que haya de ejecutar el monumento, para que la interprete y sintetice en éste.
