Las partidas correspondientes serán incluídas en los Presupuestos de las vigencias inmediatamente siguientes a la aprobación de la presente Ley. Caso contrario, queda autorizado el Gobierno para abrir los créditos necesarios, contratar empréstitos, realizar todas las gestiones encaminadas a la efectividad de la misma.
