Modifíquese el artículo 23 del Decreto 1500 de 2007, el cual quedará así: "Artículo 23. Autorización Sanitaria. El Instituto Nacional de Vigilancia de Medicamentos y Alimentos (Invima), expedirá la correspondiente autorización sanitaria a las plantas de beneficio animal, desposte y desprese que cumplan con los requisitos sanitarios establecidos en el presente decreto y las normas que lo modifiquen, adicionen o sustituyan".
