Para la remodelación y arreglo de los monumentos del Puente de Boyacá y del Pantano de Vargas, el Gobierno y la Junta Asesora de la conmemoración del Sesquicentenario, abrirán concursos entre los Institutos o Departamentos de Planeación y Urbanismo de las distintas Universidades de los países bolivarianos, para premiar el mejor proyecto que se presente al respecto y sobre el cual deban ejecutarse las obras previstas en el presente artículo.
