° Para los efectos del artículo 8° del Decreto 163 de 1990, el Banco Central Hipotecario destinará prioritariamente los recursos que capte a través de Bonos de Vivienda de Interés Social al redescuento de créditos otorgados por las corporaciones de ahorro y vivienda conforme al literal b) de dicho artículo. En consecuencia, el Banco Central Hipotecario sólo podrá otorgar créditos en desarrollo del literal a) del artículo 8° del Decreto 163 de 1990 a partir del momento en que haya dado cumplimiento al porcentaje mínimo de colocaciones en vivienda de interés social señalado por la Junta Monetaria, exclusivamente mediante créditos, es decir, sin tener en cuenta para el efecto las inversiones sustitutivas correspondientes.
