El Ministerio de Obras Públicas procederá a enviar un Ingeniero Arquitecto de la Sección de Edificios Nacionales, para que proyecte los planos y cálculos de costo de las obras públicas, los cuales entregarán a la Junta, sin costo alguno para la reconstrucción. Igualmente procederán los Institutos de Fomento Sanitario y el de Electrificación, para el acueducto y el alcantarillado ya planificados, y para la dotación de energía eléctrica hidráulica.
