En ejercicio de las autorizaciones conferidas por esta Ley no se podrán realizar operaciones de crédito destinadas a financiar gastos de funcionamiento ni celebrar contratos de empréstitos con el Banco de la República, ni tampoco colocar primariamente en él los títulos de deuda pública interna que se emitan.
