Art. 34. Cuando por causa del Director, del Subdirector, de los Inspectores ó de los Sobrestantes, no trabajen los peones de alguna cuadrilla ó se perjudique alguna obra, el empleado responsable pagará á la Caja de las carreteras una suma igual á la devengada por los peones durante el tiempo perdido.
