Queda absolutamente prohibido en todas las Ramas de la Administración Pública, dictar resoluciones de reconocimiento para legalizar obligaciones contraídas por fuera del Presupuesto o por sobre el valor de las apropiaciones y girar Relaciones de Autorización sin situación de fondos con el mismo objeto. La Contraloría General de la República se abstendrá de aceptar tales reconocimientos.
