ARTICULO 13 . Cuando se trate de la expedición de Certificados Judiciales a nacionales colombianos que se encuentren fuera del país, deberá solicitarse personalmente por el interesado a través de la respectiva autoridad consular del lugar donde se encuentre el peticionario, previo cumplimiento de los requisitos establecidos para dichos trámites.
