Artículo quinto. Mientras existan contratos cooperativos en Colombia entre el Gobierno y la Fundación Rockefeller, el Director del Instituto de Estudios Especiales "Carlos Finlay" queda autorizado por el Ministerio de Higiene para prestar las facilidades de sus laboratorios al representante de la Fundación Rockefeller y solicitar sus servicios como Asesor Técnico en las actividades del Instituto.
