Con el fin de intensificar la construcción de habitaciones en los centros urbanos del país, autorízase al Gobierno para promover el aumento del capital del Instituto de Crédito Territorial , en la Sección de Vivienda Urbana , hasta por cinco millones de pesos ($ 5.000.000.00) más, los que suministrará el Gobierno al Instituto como nuevo aporte de la Nación, suscribiendo y pagando acciones por la suma expresada, en el lapso de cinco (5) años, a razón de un millón de pesos ($ 1.000.000.00), por año.
