º. Inversión extranjera. La inversión extranjera en la prestación de servicios de telecomunicaciones que utilicen sistemas de radiomensajes, se rige por la Ley 9º de 1991, las normas que la modifiquen, complementen, aclaren o sustituyan, así como por las normas o acuerdos internacionales aprobados por el Congreso de la República y ratificados por el Gobierno Nacional.
