Para el desarrollo de la presente ley, se tendrán en cuenta los principios de representación popular, legalidad y aquellos que rigen los tributos, además se deberán observar los principios constitucionales de equidad, igualdad, progresividad y justicia. Para el cumplimiento de los postulados de la función pública, la Registraduría Nacional del Estado Civil modernizará sus servicios para lograr la máxima eficiencia y economía.
