El Instituto ajustara sus operaciones a un presupuesto anual de ingresos y egresos, cuyo proyecto debe presentar al Ministerio de Comunicaciones antes de su consideración por la Junta Directiva. El dicho presupuesto deberá incluirse, forzosamente, con destino a la caja de previsión social de comunicaciones y al fondo nacional de ahorro, las partidas suficientes para cubrir las prestaciones sociales a sus servidores.
