En las ciudades donde haya Registradurías Municipales de Categoría especial y de Primera Categoría, podrán funcionar mesas de votación ambulantes, a juicio de los Delegados Departamentales del Registrador Nacional del Estado Civil, a fin de que en ellas sufraguen los ciudadanos que reuniendo los requisitos legales para poder votar, se encuentren el día del plebiscito nacional recluidos en clínicas u hospitales. La Registraduría Nacional del Estado Civil tomara las medidas necesarias y conducentes para el correcto y oportuno funcionamiento de las referidas mesas.
