El Instituto de Crédito Territorial hará extensivas sus operaciones de crédito a las cooperativas que tengan como finalidad la construcción de casas para campesinos, siempre que dichas cooperativas sujeten sus operaciones con los campesinos a las normas fijadas para el Instituto.

El Instituto podrá constituir en agentes o intermediarios suyos las cooperativas que juzgue aptas para el mayor desarrollo de su misión
