Art. 1. ° El término legal para el registro de instrumentos públicos ó documentos privados, en virtud de las restricciones establecidas por el Decreto número 1,265, de 11 de Noviembre de 1901 (Diario Oficial 11,586), principiará á contarse desde el día en que se conceda el permiso para la inscripción del documento en los libros de registro correspondientes. Comprobado el pago del derecho de registro, dentro de los términos legales, no habrá lugar al recargo de que trata el artículo 3. ° de la ley 39 de 1890 durante el estado de sitio.
