Ascenso a Coronel o Capitán de Navío. Para ascender al grado de Coronel o Capitán de Navío, el Gobierno escogerá libremente entre los Tenientes Coroneles o Capitanes de Fragata que hayan cumplido las condiciones generales y especiales que éste Estatuto determina.

Parágrafo

Los Tenientes Coroneles y Capitanes de Fragata que no fueren diplomados como oficiales de Estado Mayor, para ascender a Coronel o Capitán de Navío deberán presentar, sustentar y aprobar una tesis cuyo tema será impuesto por el Comando General de las Fuerzas Militares.
