El que por negligencia impericia sea responsable de la ruina de un edificio ajeno, puente u otra construcción que haya dirigido, por la sola ruina incurrirá en una multa de veinte a cien pesos, a la cual pueda agregarse la suspensión transitoria del derecho de ejercer la profesión u oficio.
