La Comisión dispondrá del término de dos meses, contados desde la fecha del recibo del proyecto definitivo de Presupuesto, para devolverlo a la Cámara con el informe de segundo debate. Devuelto el proyecto, figurará en primer término en el orden del día de la Cámara, y sólo podrá alterarse ese orden del día por el voto de las dos terceras partes de los Representantes presentes en la sesión correspondiente.
