Otorgamiento . La condecoración puede otorgarse, en cada categoría, a las personas que reúnan las calidades establecidas en el artículo 56 del presente decreto. La condecoración se confiere preferencialmente al personal de la Fuerza Aérea Colombiana; sin embargo, se puede otorgar a miembros de otras Fuerzas, cuando hayan prestado a la Fuerza Aérea servicios que los hacen acreedores a este honor.
