° Los Municipios que emprendan la construcción de edificaciones escolares, de acuerdo con el Decreto número 888, tendrán derecho, para efectos del artículo primero de tal decreto, a que se les reconozca como efectivo el valor de los materiales que tengan disponibles para ello, previo avalúo, realizado en la forma establecida más adelante.
