Art. 14. La Comisión carece de jurisdicción para fallar reclamaciones de extranjeros. Estas las resolverá el Poder Ejecutivo, por conducto del Ministerio de Relaciones Exteriores, de acuerdo con las prescripciones del Derecho común y con lo que determine el Congreso.
