Artículo segundo. En caso de que tales personas sean compradoras de algodón para desmotar y vender fibra, solo podrán hacerlo mediante licencia del Instituto de Mercadeo Agropecuario "IDEMA". De la misma manera todas las personas naturales o jurídicas que actúen como intermediarios en la compra de algodón con semilla, deberán proveerse de licencia expedida por el Instituto de Mercadeo Agropecuario "IDEMA".
