El Consejo Nacional de Educación Superior -CESU- emitirá concepto ante el Ministro de Educación Nacional quien aprobará o improbará la solicitud de transformación institucional y, para el caso de las instituciones privadas ratificará o no la reforma estatutaria presentada. Tratándose de las entidades estatales u oficiales el Ministerio de Educación Nacional tendrá en cuenta la reforma efectuada al Estatuto General para efectos de su inspección y vigilancia.
