Artículo primero. Cédense a la Universidad del Cauca con domicilio en Popayán, a título gratuíto, los siguientes bienes de propiedad nacional

Los terrenos conocidos con el nombre de "Tulcán", ubicados en el Municipio de Popayán, comprados a Enrique Castellanos y otros, según escritura pública número doscientos treinta (230), otorgada en la Notaría Primera de Popayán, el treinta (30) de abril de mil novecientos cuarenta (1940).

Las mejoras de toda índole y los edificios hechos a su costa en los terrenos mencionados y en los de propiedad exclusiva de la referida Universidad, dentro del mismo Municipio.
