º. Serán funciones de la Junta a que se refiere el artículo anterior, las siguientes

Elaborar los planes y programas para la instalación local de las redes del servicio cívico radioeléctrico.

Dictar normas que regulen el funcionamiento administrativo de este servicio.

Estudiar y promover la creación de una entidad de carácter privado que coordine en el territorio nacional el establecimiento de las redes locales del servicio cívico radioeléctrico que se autoricen de acuerdo con la ley, y velar porque ellas funcionen correctamente.
