A partir de la fecha de la presente Ley sólo el Instituto Nacional de Higiene "Samper & Martínez" podrá expedir licencias para establecer y abrir nuevas fábricas y expendios de bebidas fermentadas. El Instituto reglamentará esta disposición por medio de resoluciones y podrá delegar en los Directores de los Centros de Higiene la información correspondiente para solicitudes en otros sitios fuera de Bogotá.
