Los contratos que los Gobernadores de los Departamentos, autorizados por las Asambleas, celebren para la construcción de ferrocarriles con subvenciones ó garantías pagadas por aquellos, serán sometidos al Gobierno para su aprobación, si en sus cláusulas principales se han estipulado condiciones de las contenidas en la presente ley.
