Artículo segundo. Toda persona natural o jurídica podrá transportar mercancías y efectos de su propiedad, realizar su propia movilización y la del personal de sus empresas, en vehículos no destinados al servicio público, sin necesidad de la inscripción de que tratan los artículos siguientes. Artículo tercero. El transporte de personas y mercaderías en vehículos automotores, mediante retribución en dinero, es un servicio público, y su organización y control corresponden al Gobierno.
