La estimación de la utilidad neta de la cuenta especial de cambios en favor del Gobierno Nacional, determinada en la forma que prevé el artículo anterior, se incorporará al Presupuesto Nacional y se harán en éste las correspondientes apropiaciones, en la forma prevista en el artículo 86 del Decreto-ley 1675 de 1964.
