Art. único. Para la esplotacion libre de las tierras baldías pertenecientes a la Nacion a que se refiere la lei de 6 de abril de 1870, nadie necesita licencia de autoridad alguna, ni puede cobrarse con tal motivo ningun derecho.

Las medidas que debe dictar el Poder Ejecutivo, sin entrabar la libre esplotacion de dichos bosques, para procurar su conservacion i reproduccion, son simplemente de policía, sin que puedan afectar la libertad concedida a los esplotadores.
