El artículo 3º de la Ley 23 de 1918 , quedará así: Artículo 3º Al efectuarse cada emisión de bonos el Ministro del Tesoro hará previamente una declaración ante Notario en la cual se inserten las condiciones de la emisión y la disposición legal que la ordenó. Esta declaración constituye el bono general, modelo matriz de la respectiva emisión.
