Para dar cumplimiento al artículo anterior, se apropiara en el Presupuesto de la próxima vigencia la suma de setenta mil pesos ($70.000.00), y si así no se hiciere, queda facultado el gobierno para abrir el credito o hacer los traslados necesarios.
