Señor Secretario de Hacienda de la Unión.

Para evitar toda duda sobre el alcance que pudiere tener la ley expedida por el Congreso relativa á la aprobación del convenio que celebré con el Poder Ejecutivo, me es grato poner en conocimiento del señor Secretario que á mi modo de ver ella no comprende sino las mercancías cuyos comprobantes presentó á esa Secretaría, y que por mi parte renuncio á todo derecho que exceda de lo que solicité por mi memorial de 21 de Noviembre de 1883.
