Adiciónase el artículo 2º de la Ley 89 de 1959 así:

"Una vez terminadas las obras del alcantarillado de la ciudad de Cúcuta, o cuando los contratos o inversiones en esta obra fueren asumidos por entidad distinta al Municipio, éste continuará recibiendo el diez por ciento (10 %) de las regalías petrolíferas que corresponden o pueden corresponder al Departamento Norte de Santander, sumas que serán invertidas en la pavimentación de la ciudad de Cúcuta y en la capitalización y ampliación de centrales eléctricas del Norte de Santander S. A.
