Artículo tercero . Los Secretarios de Educación Pública de los Departamentos solicitarán a los Rectores de los establecimientos oficiales de orientación normalista y a los de los privados donde la Nación , los Departamentos o los Municipios sostengan becas para seguir los mismos estudios, la lista de los alumnos becados que determine sus cursos reglamentarios, para de acuerdo con ella hacer los nombramientos. Para dichos nombramientos los maestros de una categoría superior tendrán prelación sobre los de categoría inferior, y los escalonados sobre los no escalonados.
