° El Expediente que se forme para solicitar la apertura de un crédito suplementar, de acuerdo con el artículo 208 de la Constitución , debe contener:

1.° Constancia del crédito primitivo.

2.° Giros que sobre él se han hecho, con explicación del objeto de cada uno.

3.° Motivos para los cuales ha llegado á ser insuficiente el crédito primitivo.

4.° Detalle del gasto que falte por hacer, imputable á la partida agotada: y

5.° Inconvenientes y perjuicios que resultarían de no hacer el gasto.
