Art. 3° El Gobierno iniciará arreglos con los arrendatarios de los lotes comprendidos en los terrenos que se ceden, á fin de que tenga cumplimiento lo dispuesto por los artículos anteriores, ya sea rescindiendo los contratos vigentes, ó permutando unos lotes por otros.
