Las Facultades universitarias oficiales o privadas quedan con la prohibición de extender matrícula provisional a ningún alumno que previamente no haya llenado los requisitos establecidos en este Decreto y con la obligación de pasar al Ministerio, todos los años, una lista completa de los alumnos matriculados en cada curso, tan pronto como inicien las tareas. Los títulos y certificados que se expidan en contravención a las disposiciones del presente Decreto carecerán de todo valor oficial.
